Commercial ComplianceThe Government of Goa on August 13, 2026, issued the Goa Land Development and Building Construction (Amendment) Regulations, 2026 to further amend the Goa Land Development and Building Construction Regulations, 2010.

The following amendments have been stated;

• For regulation 6A.2.1 of the Goa Land Development and Building Construction Regulations, 2010, the following regulation shall be substituted, namely:—

“6A.2.1. Uses prohibited.— (a) Zones SPR, S1, S2, S3 & S4:

I. Wholesale trade, warehousing, all kind of industries, gas works, fabrication and assembly workshops, scrap yards, transport agencies, go-downs, automobile workshops.

II. Fabrication unit, glass cutting unit, cement godown, tyres vulcanization units, flour/masala mills, light engineering activities involving noise making machinery, offset printing press, only those chicken/mutton stalls which involves slaughtering, only those restaurants with bar which are conducting business beyond 11 p.m., carpentry workshop engaging heavy machinery and shops undertaking reconditioning of batteries.

III. Retail trade, banks, post offices, administrative offices, tailoring shops, laundry, hair cutting

saloons, beauty saloons, IT/ITES establishment, kinder garden/crèche, abutting on main street and professional offices including IT/ITES shall not be permitted as auxiliary to the main use, if the total covered area occupied for such uses exceed 50% of the proposed covered area and/or if the property derives access from a road having 8.00 mts. right of way or less.

Note: If more than one building is proposed the commercial use as mentioned may be located either in one building or more than one building as desired by the owner.

IV. In addition to III above, use of personal residence greater than 10% of the carpet area of residence to be used as professional office including IT/ITES on all plots/premises and fronting on roads having width less than 10 meters.

V. Rice and flour mill in a building other than on a ground floor where such building consists of floor/storey above such ground floor.

VI. Rice and flour mill on ground floor occupying an area in excess of 25 m² and employing more than 5 persons, is driven electrically and the motor capacity exceeding 15 H.P.

VII. Bakeries on upper floor(s) and/or occupying an area in excess of 75 m² and employing more than 9 persons, if the power requirement exceed 4 kW, where only electrical equipment is used and additional heating load exceeds 12 kW.

VIII. Group housing with commercial use in one or more buildings on upper floors exceeding 50% of the proposed covered area which is not abutting the public road.

IX. Nursing Homes/Hospitals or Doctor’s Clinic with in patient wards, cultural, educational and religious institutions as main use and their administrative offices in the entire building having plot area less than 300 m². and/or having frontage less than 15 mts. and/or such plot is accessible by road having width less than 8.00 mts. and/or front setback is less than 5.00 mts.

X. Bus terminals, parking yards, cinemas, burial grounds, helipads, hotel/boarding houses, hospitals, swimming pools, gymnasiums, sports complexes having plot area less than 500 m² and/or having frontage less than 20 mts. and/or such plot is accessible by road having width less than 8.00 mts. and/or front setback is less than 5.00 mts.

(b) Zones SPC, C1 Special, C1, C2, C3 & C4:

I. Extensive heavy and noxious industries and gas works.

II. Nursing Homes/Hospitals or Doctor’s Clinic with in patient wards, cultural, educational and religious institutions as main use and their administrative offices in the entire building having plot area less than 300 m² and/or having frontage less than 15 mts. and/or such plot is accessible by road having width less than 8.00 mts. and/or front setback is less than 5.00 mts.

III. Bus terminals, parking yards, cinemas, burial grounds, helipads, hotel/boarding houses, hospitals, swimming pools, gymnasiums, sports complexes having plot area less than 500 m² and/or having frontage less than 20 mts. and/or such plot accessible by road having width less than 8.00 mts. and/or front setback is less than 5.00 mts.

IV. Service workshops, service industries and light industries which are not auxiliary to main use.

(c) Zones I-1, I-2 & I-3:

(a) I-1:

Extensive, heavy and noxious industries.

(b) I-2:

Noxious and hazardous industries.

(c) I-3:

All uses other than industries.

Note: In (a), (b) and (c) above, the following activities shall be excluded, namely:—

(i) The activities such as residences for staff, affordable housing for workers, administrative office, canteens, medical centers, banks, convenience shopping, only as auxiliary to the main use, upto the extent of 15% of the permissible floor area ratio (FAR).

(ii) The retiring room/rest room/changing room for staff, administrative office, canteen, medical centers, only as auxiliary to the main use upto the extent of 15% of the built up area in case of industrial estates/industrial areas.

Note: No permission shall be given for accommodation for staff, unless the area of the plot exceeds 5,000 m² and where maximum 7.5% of built up area is permissible.

(d) Zone P:

I. All kinds of industries, wholesale trade, warehousing, storage provided the land is not owned by the Government.

II. Canteen, banks, convenience shopping and staff residences, not auxiliary to the main use, and/or exceeding 25% of permissible Floor Area Ratio (F.A.R.), where the land belongs to Government.

(e) Zone T:

I. Theatres, Auditorium, Cultural and religious institutions, heavy, noxious & hazardous industries, sports stadia, crematoria, cemeteries, burial grounds.

II. Boarding houses, restaurants, professional offices, residences for watch and ward and utility services, retail trade, which are not auxiliary to the main use exceeding 25% of permissible Floor Area Ratio (FAR) except the uses such as Transport depot, Bus terminus, Railway station, Helipads, Airport, Harbour, bus/truck shelters, automobile workshop, car and other automobile parking including multilevel parking and incidental uses of storage/warehouses, public utility building like sewage pumping station, water works, fire stations, telephone exchanges, fuel filling stations and service stations, weigh bridge, driving training centre.

(f) Zone R:

I. All uses permitted under other zones.

II. Restaurants, public utilities not incidental to main use, room for watch and ward, which are not

auxiliary to the main use and/or exceeding 5% of the effective area of the plot and/or the structures are more than single storeyed.

(g) Zone A1 & A2:

I. All uses other than agriculture, horticulture, farming and allied operations.

II. (i) Roads and sub-division of lands not for agricultural purposes and/or not subject to specific restrictions in regulations for sub-division of land.

(ii) Uses not ancillary to agriculture other than irrigation, land reclamation, pump and other electrical installations, bio-gas plants, farm houses, poultry, dairy and processing units allied to agro products.

(iii) Uses such as Agricultural Research Centre/Development Centre/ Agricultural Educational Institute/Educational Institute/Bio-Technology unit if the plot area is less than 2,00,000 m² and/or the maximum Coverage, FAR and height of building exceeds 5%, 5% and 7.60 mts. respectively.

(iv) Yoga or meditation centre if the plot area is less than 50,000 m² and/or the maximum Coverage, FAR and height of building exceeds 5%, 5% and 7.60 mts. respectively.

(h) Zone F:

All uses prohibited in the basic zone.”.
